A new IFPRI 2020 food policy report on “How to Build Resilience to Conflict: The Role of Food Security” is now available. The report, prepared in collaboration with IFAD, is authored by Clemens Breisinger, Olivier Ecker, Jean-François Maystadt, Jean-François Trinh Tan, Perrihan Al-Riffai, Khalida Bouzar, Abdelkarim Sma, and Mohamed Abdelgadir. It applies a new conceptual framework of food security to four country case studies, suggesting that policies and programs that enhance food security help build resilience to conflict through coping and recovery as well as prevention and broader economic development. Recommendations for policymakers include refraining from increasing subsidies, including climate adaptation in conflict prevention, and investing in mechanisms such as price information systems and credit and insurance markets. The report is based on Breisinger and colleagues’ paper prepared for the 2020 conference in Addis Ababa.
